FINA (Federation Internationale De Natation Amateur) is the world wide swimming sports organisation based at Avenue de Beaumont 9, 1012 Lausanne, Switzerland. This national body governs all swimming including Masters Swimming, Open Water Swimming, Diving, Water Polo and Synchronized Swimming.
FINA provides a small compact (400 pages) Constitution and Rules Handbook updated every 2 years and you can purchase a copy from your local Swimming Association or check out the FINA website
If you are planning to visit or reside in another country and a looking for a team, the FINA website has a contact list of affiliations in practically every country and this list is a must for you if you want to make first contact.
